Technical Manager – Shopping Centre

Job Description

A leading property investment and development organisation is seeking an experienced Technical Manager to take responsibility for the strategic and operational management of all technical building assets, systems and infrastructure within a major shopping centre.
This is a senior technical facilities role suited to an experienced professional with a strong background in regional or super-regional shopping centres, building maintenance, technical asset management and capital projects. The role reports to the Senior Operations Manager.

KEY RESPONSIBILITIES
  • Manage the day-to-day operation, servicing, maintenance and repair of all technical, electrical and mechanical assets throughout the shopping centre.
  • Oversee technical infrastructure including:
    • HVAC systems
    • Fire protection systems
    • Lifts and escalators
    • Generators and backup power systems
    • Substations, transformers, switchgear and UPS systems
    • Solar plant and lighting infrastructure
    • Pumps and water systems
    • Sewer systems and stormwater infrastructure
    • CCTV and parking equipment
    • ETFE roofing and other specialist infrastructure.
  • Ensure planned and reactive maintenance is completed in accordance with statutory requirements, manufacturers' specifications and approved maintenance programmes.
  • Monitor equipment performance, reliability and condition and identify opportunities for optimisation.
  • Investigate major equipment failures, determine root causes and implement preventative measures.
  • Manage the technical asset register, condition assessments, maintenance histories and asset lifecycle plans.
  • Develop and manage capital replacement programmes and technical improvement projects.
  • Prepare technical assessments, project scopes, specifications, budgets and business cases.
  • Coordinate consultants, contractors and specialist service providers.
  • Manage contractor performance against SLAs, budgets, KPIs and building standards.
  • Ensure compliance with OHS requirements, statutory regulations, Certificates of Compliance and technical standards.
  • Manage technical maintenance budgets, including Capex and Opex.
  • Drive energy efficiency, sustainability and building optimisation initiatives.
  • Maintain technical records, inspection checklists, asset reports and annual building reports.
  • Monitor outstanding purchase orders and ensure compliance with required processes.
  • Manage escalated customer and tenant technical requests.
  • Provide regular reporting on technical performance, projects, expenditure, risks and key milestones.

MINIMUM REQUIREMENTS
  • Technical Diploma in Mechanical or Electrical Engineering.
  • Facilities Management Diploma will be an advantage.
  • OHS training/certifications.
  • NQF Level 6.
  • Minimum 5 years' experience in a Technical or Facilities Management role within a regional or super-regional shopping centre.
  • Strong experience in building maintenance and technical asset management.
  • Proven experience managing contractors, service providers and technical projects.
  • Experience with building management systems and technical reporting.
  • Strong knowledge of statutory compliance, OHS requirements and building regulations.
  • Experience managing technical Capex and Opex budgets.
