Senior Manager: Construction Procurement - Johannesburg
Role Purpose
Our client is seeking an experienced Senior Manager: Construction Procurement to lead the development, implementation and management of procurement strategies across a diverse property portfolio. The successful candidate will provide strategic leadership for construction procurement activities relating to capital projects, repairs and maintenance, compliance upgrades and tenant installation works.This role is responsible for driving commercial excellence, supplier performance, procurement governance and cost optimisation while ensuring procurement activities support successful project delivery across the portfolio.
Key Responsibilities
Construction Procurement Strategy
- Develop and implement procurement strategies aligned with capital projects, maintenance programmes and operational requirements.
- Establish sourcing strategies that support project delivery timelines and business objectives.
- Standardise procurement processes across the property portfolio.
- Develop long-term supplier and contractor framework agreements.
- Align procurement strategies with operational and project delivery requirements.
Procurement Planning & Governance
- Review and approve procurement requests and scopes of work.
- Ensure technical specifications are suitable for competitive procurement.
- Identify procurement risks and recommend mitigation strategies.
- Collaborate with project teams to ensure procurement aligns with project schedules and budgets.
- Support governance processes and procurement planning activities.
Supplier & Contractor Management
- Develop and maintain approved contractor and supplier panels.
- Evaluate supplier capability, performance and capacity.
- Manage supplier performance and continuous improvement initiatives.
- Build long-term strategic supplier relationships.
- Support supplier development and transformation objectives.
Commercial Management
- Lead commercial negotiations with contractors and suppliers.
- Secure competitive pricing and favourable commercial terms.
- Identify opportunities for cost optimisation across capital and maintenance programmes.
- Review procurement recommendations and ensure alignment with approved budgets.
- Support commercial decision-making throughout the procurement lifecycle.
Procurement Governance & Compliance
- Ensure compliance with procurement policies, governance frameworks and delegated authority.
- Maintain accurate and audit-ready procurement documentation.
- Support internal and external audit requirements.
- Identify procurement risks and implement mitigation measures.
- Ensure compliance with all relevant legislative and regulatory requirements.
Procurement Performance
- Monitor procurement expenditure and supplier performance.
- Develop procurement performance metrics and reporting frameworks.
- Identify cost-saving opportunities and operational efficiencies.
- Support data-driven procurement decision-making.
- Drive continuous improvement initiatives across procurement processes.
Stakeholder Management
- Work closely with project management, construction and commercial teams.
- Provide procurement guidance and support to internal stakeholders.
- Coordinate procurement activities to support project delivery.
- Resolve supplier-related issues and procurement escalations.
- Maintain strong cross-functional relationships throughout the business.
Leadership & Team Management
- Lead, mentor and develop the procurement team.
- Set clear performance objectives and accountability standards.
- Support capability development and succession planning.
- Foster a high-performance, collaborative team culture.
- Promote continuous improvement within the procurement function.
Role Requirements
Minimum Qualifications
- Degree in Construction Management, Quantity Surveying, Engineering or another Built Environment discipline.
- Supply Chain qualifications alone will not be sufficient without construction procurement experience.
Experience
- Minimum 7–10 years' experience in construction procurement, commercial management or a related field.
- Experience within property, facilities management or infrastructure environments.
- Proven experience in contractor procurement and commercial negotiations.
- Experience managing procurement teams and functions.
- Strong understanding of technical construction documentation, project delivery and procurement processes.
